To form an opinion about the authorities' understanding of the 44-day war and the investigation of its circumstances, it is enough to look at the remarks and observations of the chairman of the NA Defense Committee. Tigran Abrahamyan, secretary of the NA "I Have Honor" faction, wrote about this on his Facebook page.
"Recently, he said on air that the two most recent tests of the army were the four-day war of 2016 and the 44-day war of 2020. The way we look at these army realities, they are related to the previous authorities. We also made huge mistakes during those days, but consider that as a result of the change of power in 2018, perhaps inexperienced people came to power, who still need to form their own ideas."
These 1-2 sentences are enough to form an opinion about the political line that is at the heart of the above-mentioned committee's report: "former" and current "inexperienced."
It seems that Serzh Sargsyan led the war in 2020, appointing the Minister of Defense, the Chief of the General Staff, the Commander of the Defense Army, and the Director of the National Security Service himself.
I'm not even talking about decision-making, management, and pragmatic actions during wartime, which were totally absent not only during the 44-day war, but also after it.
Maybe in 2021-23, when Azerbaijanis were seizing territories from Armenia, the ruling force in the National Assembly was the Republican Party, and perhaps the head of the country was Serzh Sargsyan.
They have falsified and distorted everything so much that they have already gotten lost in a trap they have made themselves.

I wouldn't be surprised if they attach a document to the report about their insanity.
As for the 2020 army and its combat capability, I am still confident that if the armed forces had received the order to go on the defensive at the right time, mobilization had been organized according to the planned plans, disciplinary measures consistent with the war period had been carried out, and the leadership process had been properly implemented, the 44-day war would have had a completely different outcome, we would not have had so many territorial and human losses, and Artsakh would not be under Azerbaijani occupation today.
"They will do anything to cover up their crimes and justify the enormous damage they have caused to the state," Abrahamyan wrote.
