"Zhoghovurd": The Supreme Judicial Council is reviewing the list of judicial candidates compiled during Karen Andreasyan's tenure.
The fact is that the judicial system is actively discussing the circumstance that individuals have appeared on the list of judges—or judicial candidates—who, to put it mildly, do not meet the criteria for a judge and made it onto the list as a result of certain arrangements.
For instance, pursuant to Decision No. BDKh-81-O-82 of the Supreme Judicial Council dated September 14, 2026, the Council decided to remove Hayrapet Karapetyan from the administrative specialization section of the list of judicial candidates.
It was decided not to submit a proposal to the President of the Republic regarding the appointment of Hayrapet Karapetyan—a candidate from the administrative specialization section of the list of judicial candidates—to the vacant position of judge at the Administrative Court.
It was also decided to remove Narine Arakelyan from the administrative specialization section of the list of judicial candidates. No proposal shall be submitted to the President of the Republic to appoint Narine Arakelyan—a candidate from the administrative specialization section of the list of judicial candidates—to the vacant position of judge at the Administrative Court.
This is despite the fact that Karen Andreasyan is the Representative of the Government of the Republic of Armenia on International Legal Matters.
