"Zhoghovurd": What did Agnesa Khamoyan declare?

The “Zhoghovurd” daily writes: “Agnesa Khamoyan, who retained her mandate in the new parliament and once again became a deputy of the National Assembly, is known to the public for her long-standing journalistic activity. She graduated from the Faculty of Journalism of Yerevan State University in 2011, after which, from 2009 to 2018, she worked at the “Yerkir” newspaper and the yerkir.am website. From 2013 to 2018, Khamoyan was the editor-in-chief of the yerkir.am website, as well as hosted authorial programs at “Yerkir Media” and Public Television. Already from 2018 to 2021, she was the author-host of the “Interview” program on “Channel 5”. Her active political career began on June 20, 2021, when she was elected a deputy of the National Assembly on the national electoral list of the “Armenia” alliance of parties. Having studied the official declarations of the opposition MP, we present the movement of her property, financial resources and income from the date of assuming office until 2025 inclusive.


2021: assumption of office and annual summary


According to the declaration submitted as of the date of assuming office on August 2, 2021, Agnesa Khamoyan declared an apartment in the Avan administrative district of Yerevan, acquired by purchase in 2016, under the right of joint ownership. Although she did not have her own vehicle, she noted that she had actually owned a 2012 Mazda car for 90 days or more. When he took office, his cash assets amounted to 10 million drams and 6 thousand euros, and his income was 1 million 595 thousand 291 drams, which came from a salary of 1 million 69 thousand 482 drams received from Shark LLC and other income of 525 thousand 809 drams received from the State Revenue Committee. As a loan obligation, an apartment mortgage was indicated with a principal balance of 11 million 567 thousand 858 drams.


Already in the 2021 annual declaration, no changes were recorded in real estate and a car actually operated. At the end of the year, 159 thousand drams appeared in bank accounts, and cash assets decreased to 9 million drams, while 6 thousand euros remained unchanged. The total annual income of the deputy amounted to 4 million 675 thousand 781 drams, of which 3 million 80 thousand 490 drams was the salary received from the National Assembly, and the rest was the above-mentioned payments from the State Revenue Committee and "Shark" LLC. The mortgage loan balance at the end of the year amounted to 11 million 416 thousand 346 drams.


Financial picture for 2022During the next year, 2022, the deputy continued to jointly own the Avan apartment, and a 2013 Mazda was already listed as the actual vehicle in use. At the end of the year, the balance of her bank accounts increased to 610 thousand drams, but cash funds decreased to 6 million drams and 5 thousand euros. In 2022, Agnesa Khamoyan's total declared income amounted to 6 million 966 thousand 400 drams, the bulk of which, 6 million 205 thousand 400 drams, was the salary received from the parliament, and 761 thousand drams were other income. The balance of the principal amount of the mortgage loan on the apartment at the end of the year amounted to 11 million 420 thousand 542 drams.


2023: growth in income and deposits


In 2023, the deputy's financial situation improved somewhat. There were no changes in the real estate and the 2013 Mazda car in use, but at the end of the year, the funds in the bank account increased to 1 million 528 thousand 772 drams, and cash funds reached 7 million drams and 6 thousand euros. The total annual income also increased significantly, amounting to 12 million 212 thousand 810 drams. Of this amount, the NA salary amounted to 9 million 534 thousand 870 drams, 1 million 610 thousand 280 drams was received from the State Revenue Committee as other income, and another 2 thousand 750 USD was received from Artur Muradyan. The mortgage loan balance decreased as of the end of the year, reaching 10 million 605 thousand 866 drams.


2024: new Lexus and zeroed cash funds


2024 was distinguished by a major purchase for the opposition MP. On January 19, Agnesa Khamoyan purchased a 2022 Lexus passenger car from "TOYOTA YEREVAN" LLC by purchase, the cost of which was 16 million 500 thousand drams. Avan's apartment in the real estate section remained unchanged. Against this background of the purchase of the car, at the end of the year, Khamoyan completely zeroed out his cash funds, not declaring either drams or euros, and 408 thousand 467 drams remained in his bank account. The annual income of the deputy amounted to 13 million 7 thousand 4 drams, of which 10 million 190 thousand 230 drams came from the NA salary, 939 thousand 638 drams from the State Revenue Committee, and 4 thousand 800 dollars were again paid by Artur Muradyan. It is noteworthy that in addition to the mortgage loan for the apartment, the balance of which amounted to 10 million 135 thousand 354 drams, a new loan obligation has emerged with a principal balance of 2 million 323 thousand 764 drams, as a result of which the total debt on loans has reached 12 million 459 thousand 118 drams.


The latest declaration for 2025


As for the latest annual declaration for 2025 submitted to the threshold of the new parliament, no new property acquisition or alienation was recorded here. Agnesa Khamoyan continued to dispose of the Avan apartment and the comfortable Lexus car purchased last year. The financial movement is notable in that the cash funds of 1 million drams and 2 thousand dollars declared at the beginning of the year were completely exhausted again by the end of the year, instead, the balance on bank accounts increased significantly, reaching 3 million 23 thousand 754 drams. In 2025, the total income of the deputy recorded another increase, amounting to 15 million 356 thousand 733 drams. The lion's share of this amount, 12 million 693 thousand 240 drams, was the deputy's salary paid from the state budget, 887 thousand 493 drams was received from the State Revenue Committee, and $ 4 thousand 800 as other income was received from Artur Muradyan. As of the end of the year, the total debt of the two loans had slightly decreased, reaching 10 million 536 thousand 101 drams, of which 9 million 611 thousand was the mortgage on the apartment, and 925 thousand 101 drams was the balance of the second loan. By the way, in the family members section of both the 2024 and 2025 declarations, one minor child and Artur Muradyan are mentioned.
