"Hraparak": They found a way not to dissolve the parliament

The “Hraparak” newspaper writes: “Artsakh’s political and state figures want to maintain at least the formal status of Artsakh’s state institutions at all costs. Although the Pashinyan-Aliyev tandem is doing everything to prevent them from functioning, and even to prevent the word “Artsakh” from being used. We are talking about the institutions of the National Assembly, the government, and the president.

For several months, an expert group has been formed for this purpose, and legal solutions are being discussed to ensure that the National Assembly does not dissolve after its term of office expires, and that the president retains his status.

In the case of the National Assembly, they found a solution: there is a wording in the law: “The powers of the National Assembly cease during the first session of the next convocation of the National Assembly,” so in May of next year, when the 5 years stipulated by the law on the convocation of the parliament will expire, referring to the aforementioned point, the people of Artsakh will declare that the powers of the parliament have not ended and will end when the next session is convened.

"We were told that they might establish a similar provision for the president. By the way, all these bodies will operate on a public basis, without a budget or remuneration."
