"Zhoghovurd": 3 people from 1 family work at the State Revenue Committee. With traces of wealth

The “Zhoghovurd” daily writes: “The “Zhoghovurd” daily has examined the declaration submitted by Davit Matevosyan as of the date of assuming official duties. He assumed the position of Secretary General of the State Revenue Committee on February 23, 2026.


The “Zhoghovurd” daily has also found out that the family members of the declarant official, his wife and father, also hold high positions in the same structure, the SRC. The father of the Secretary General of the SRC, Vardan Matevosyan, is the Deputy Head of the Customs Risk Management and Statistics Department of the SRC, and his wife, Arpi Avetyan, holds the position of Deputy Head of the Customs Transactions Control and Risk Analysis Department of the SRC Post-Release Control and Inspections Department.


5 units of real estate


The “Zhoghovurd” daily has found out that Davit Matevosyan declared 5 units of real estate. In particular, he jointly owns a garage and an apartment in the Arabkir administrative district of Yerevan, acquired on April 19, 2017, as well as another garage and an apartment in the same administrative district, acquired on October 22, 2020. In addition, the declaration also includes a perennial sapling located in the Parakar community, which was acquired on March 2, 1991.


Regarding means of transport, Davit Matevosyan declared a Lexus car, manufactured in 2005, which he acquired on May 13, 2019.


Funds


According to the study of the Zhoghovurd daily, the official has 2,639,667 drams and 29,858 drams in his bank accounts, and cash funds amount to 5,000 US dollars, 10,000,000 drams and 6,000 euros.


As for income, during the reporting period, Davit Matevosyan's income amounted to a total of 32,853,400 drams. Including 295,035 drams received as other income from the Ministry of Finance of the Republic of Armenia, 31,393,152 drams as a loan from Ardshinbank, 240,000 drams as a payment for rent from Nayruhi Stepanyan, and 925,213 drams as a salary from the State Revenue Committee of the Republic of Armenia.


At the same time, as of the date of assuming office, Davit Matevosyan's loan obligations amounted to 43,060,052 drams, of which 11,666,900 drams were for an apartment, and 31,393,152 drams were for a project apartment.


Family members’ declarations


The “Zhoghovurd” daily also examined the declaration of Davit Matevosyan’s father, Vardan Matevosyan, who holds the position of Deputy Head of the Customs Risk Management and Statistics Department of the State Revenue Committee and assumed the position on November 1, 2023. It turned out that he declared a Volkswagen car, manufactured in 2022, which he purchased on July 18, 2022. He has 7,505,774 drams in his bank accounts, as well as cash of 5,000 USD, 2,000,000 drams and 4,500 euros. The income for the reporting year amounted to 13,124,192 drams, of which 534,474 drams were from the Ministry of Finance of the Republic of Armenia, and 12,589,718 drams were from the “State Revenue Committee of the Republic of Armenia”. The loan obligation amounts to 2,865,877 drams for the apartment.


The declaration of the official’s wife, Arpi Avetyan, who is the Deputy Head of the Customs Transactions Control and Risk Analysis Department of the SRC Post-Release Control and Inspection Department and assumed the position on March 26, 2024, was also examined. According to the declaration, her bank accounts contain 166,054 drams, and cash funds amount to 3,200 USD, 1,950,000 drams and 2,700 euros. Her income amounted to 7,026,125 drams, which she received from the “State Revenue Committee of the Republic of Armenia”.


Questions about the combination of declared property and positions


The study of the “Zhoghovurd” daily raises a number of questions. How was this amount of property of Davit Matevosyan formed, taking into account the size of his official salary? How is it that all three family members hold positions in the same structure, the State Revenue Committee? Are there any risks of conflict of interest, considering the specifics of the positions they hold?
