"Zhoghovurd". Number 7 on the list of KP: apartment, bonds and a multi-million dollar loan: what did Rubinyan declare

The “Zhoghovurd” daily writes: “Ahead of the National Assembly elections to be held on June 7, 2026, the “Zhoghovurd” daily continues to present the biographies and property declarations of candidates included in the electoral lists of political forces. This time, the focus is on the 7th number of the electoral list of the “Civil Contract” party, Deputy Speaker of the National Assembly of the Republic of Armenia Ruben Rubinyan.
Rubinyan’s annual declaration for 2025 makes it clear that he has an apartment and a parking lot in Yerevan. The apartment, which was purchased from “Kanach Tagh” LLC, cost 47 million drams, and the parking lot cost 5 million drams. Both real estate properties were acquired on November 26, 2024 and are his sole property. The NA Deputy Speaker did not declare a vehicle, but he invested in bonds.
In particular, on November 4, 2025, he purchased bonds worth more than 6 million drams from Armeconombank OJSC, and on December 19 of the same year, he purchased another 4 million drams of bonds.
Rubinyan also declared a bank deposit of 5 million drams, and at the end of the year he had more than 1 million 453 thousand drams in his bank accounts. He did not declare any cash. According to the declaration, Ruben Rubinyan's annual income amounted to more than 22 million 847 thousand drams, of which 17 million 886 thousand drams he received from the staff of the National Assembly as a salary.
At the same time, his credit obligations continue to remain significant. As of December 31, 2025, the balance of the principal amount of the loan received for the purchase of an apartment amounted to about 31 million 932 thousand drams. In the reporting year, payments to repay the loan amounted to more than 5 million drams.
Ruben Rubinyan is an international affairs specialist by education. In 2010, he graduated from the Faculty of International Relations of Yerevan State University, and then continued his studies at University College London and the Jagiellonian University in Poland, receiving master's degrees in the fields of politics, security and European studies. He is one of the founding members of the Civil Contract party. In different years, he was a member of the party's board and spokesperson. Until 2018, he worked at Ararat News, Betkonstrukt, and provided translations for Tumo. In 2018, he held the position of Deputy Minister of Foreign Affairs of the Republic of Armenia, and since August 3, 2021, he has been elected Deputy Speaker of the National Assembly of the Republic of Armenia.
