"Fact". Have the RA authorities decided to take a time-out?

"Fact" daily writes: "No RA official has registered to participate in the COP29 event held in Baku. Yesterday RA Foreign Minister Ararat Mirzoyan reported this in the National Assembly. RA Deputy Foreign Minister Vahan Kostanyan also said that Armenia's decision will depend on a number of issues, including discussions with Azerbaijan on the return of captives and the peace treaty.

What does this situation mean? As we mentioned, RA connects its participation in the forum to be held in Baku with the return of Armenian prisoners of war. It is very likely that Ilham Aliyev refused to return the Armenian prisoners. after all, it is no coincidence that the detention of the representatives of the military-political leadership of Artsakh in particular was extended for several months.

In other words, Azerbaijan wants to conduct a trial against Armenian prisoners, and the arrival of Pashinyan or another RA representative in Baku would not change anything in Aliyev's decision. Turning to this topic, the "Republic Square" telegram channel notes that it turns out that the RA authorities have understood that they will return from Baku without prisoners, and the visit to Baku will hit them more and give the opposition another card against the authorities, if the latter return to Yerevan "empty".

"In addition, a number of European countries refused to participate in the Baku conference, and RA bows to the West by not going to Baku either. That may be the second reason, along with the reason for not returning the captives. The French president did not go to Baku, and the Armenian-French ties are deepening recently in the military sphere," the authors note.

Parallel to all this, Yerevan and Baku accuse each other of defeating the process of normalization of Armenian-Azerbaijani relations, but actual secret processes are taking place, in particular, they are agreeing on the peace agreement behind the scenes. For example, Azerbaijani Foreign Minister Jeyhun Bayramov said that the main points of the draft peace agreement with Armenia were agreed upon. "I don't want to publish the numbers now, but there are still important points that need to be agreed upon."

In addition, "Republic Square" writes that the RA authorities do not make decisions independently, but coordinate their steps with other centers, particularly the West. "The president has changed in the USA, and KP and Pashinyan were in close relations with the Democratic Party. The geopolitical situation is changing, and the RA authorities have decided to take a certain time-out to understand their future actions."
