"Hraparak": Surprises from the personnel pool—farcical details.

The *Hraparak* newspaper writes: "A few days ago, Nikol Pashinyan announced that following a public invitation issued on June 15 to graduates of leading global universities—calling on them to put their knowledge and professional experience to use within Armenia’s public administration system—1,141 applications were received. As a result of the review, interviews, and professional assessments, 269 candidates from 29 countries were included in the government’s personnel pool.
Approximately 93 percent of the candidates have Armenian roots, while 7 percent do not. 'To date, positive decisions regarding employment or appointment have been made for more than 30 candidates, and 16 of them have already been appointed to high-level state positions, including deputy ministers, heads of committees, and other roles of significant responsibility,' he wrote." Our sources report an absurd situation: sector ministers often learn about the appointment of their deputies from the government’s official website. Pashinyan does not even deem it necessary to inform them in advance or introduce them to the future deputies with whom they are expected to work.
Incidentally, Davit Tadevosyan—the Minister of High-Tech Industry—was also appointed via this personnel pool; he had never held a government position before and was originally slated to become a deputy minister, but he unexpectedly struck it lucky when Mkhitar Hayrapetyan clashed with Pashinyan and left. Now, the entire ministry is amused by the displays of his inexperience and lack of knowledge.
