In a conversation with journalists, CP MP Sargis Khandanyan, referring to the RA Prime Minister's post "As a result of the demarcation, we must return Artsvashen and other occupied sovereign territories of the RA" and answering the question why Azerbaijan does not talk about an exchange, but only makes demands that the RA should return the 4 enclaves, said: "The issue of enclaves has been discussed many times. There is such an issue that should be addressed in the demarcation process. There is no topic to hide. There cannot be an issue of exchange at this stage, because first the enclaves must be demarcated. The demarcation process must still continue and at some stage the issue of enclaves must be addressed, an agreement on the state border must be signed, which must be ratified, border demarcation work must take place, and then the RA and Azerbaijan will decide how to address the issue of enclaves. "If suddenly, in some scenario, it is decided that Armenia and Azerbaijan should exchange territories, that issue, according to the legislation of Armenia, cannot happen without a referendum; a referendum must be held."
