A group of deputies from the National Assembly of the Republic of Artsakh—Davit Galstyan, Metakse Hakobyan, Mikayel Soghomonyan, Nelly Grigoryan, and Ilyich Baghryan—have issued a statement, which reads as follows:

"Nearly three years after the forced displacement of the Armenians of Artsakh, tens of thousands of people from Artsakh continue to face extremely serious political, social, economic, and legal challenges. Under these circumstances, the preservation of the state institutions of the Republic of Artsakh and the assurance of their continued operation, as well as the systematic resolution of the social issues faced by the Armenians of Artsakh, take on particular importance." We welcome the growing recognition, across various public and political circles, of the vital importance of preserving the state institutions of Artsakh, as well as the need to find systematic solutions to the numerous social challenges faced by the Armenians of Artsakh following October 2023—most notably the urgent issues surrounding the freezing of accounts belonging to various state funds and the subsequent management of those assets.

We are confident that such efforts can contribute to resolving the problems faced by the Armenians of Artsakh. These processes must be carried out in accordance with the principles of legal clarity, transparency, and accountability.

The "Justice" faction of the National Assembly of the Republic of Artsakh has consistently prioritized efforts aimed at finding systematic solutions to these issues. Several months ago, the faction welcomed the initiative to establish a relevant committee and expressed its readiness to participate in its work. Unfortunately, due to circumstances beyond our control, the initiative did not come to fruition.

Currently, a group of deputies from the National Assembly of the Republic of Artsakh are holding consultations to develop a unified approach regarding solutions to the current situation, the organization of the future operations of state institutions, and the necessary steps to be taken.

We express our readiness to participate in constructive discussions on these matters within a broader format—including the establishment of a relevant committee, the organization of its activities, the management of state resources, and the development of proposals aimed at addressing the social issues faced by the Armenians of Artsakh. In this endeavor, we emphasize the importance of inclusive, professional, and transparent cooperation, involving deputies of the National Assembly of the Republic of Artsakh, experts, representatives of the public sphere, and all other interested parties. The preservation of Artsakh’s state institutions, the lawful management of state resources, and the resolution of the social issues faced by the Armenians of Artsakh are interconnected priorities that require responsible dialogue, collaborative effort, and consistent action.

"This statement is open for accession by deputies of the National Assembly of the Republic of Artsakh and all interested individuals," the statement reads.
