The “Zhoghovurd” daily writes: “The purchases made by the National Assembly are always distinguished by their high value. The NA organizes almost everything through purchases made from one person, or even through competitively concluded contracts, at prices several times higher than the market price.
The "Zhoghovurd" daily has in its possession the documents for organizing the reception of high-ranking representatives of the parliaments of Northern Europe and the Baltic countries on January 22-25. In total, the National Assembly spent about 223 thousand US dollars for the 3 days. The National Assembly gave 87 million 798 thousand drams to "Chapter" LLC.
And what service did "Chapter" LLC provide?
Let's start with the flags.
We read in the contract that the NA paid 2 million 95 thousand drams to that company to place 8 flags on Paronyan Street in Yerevan due to the delegation’s visit (261 thousand drams for each flag). Meanwhile, on the List.am website we see that the most expensive flags, with a pedestal, are sold for 30,000 drams. Why did the NA pay almost 4 times more for one flag?
And 1 million 888 thousand drams were spent to place 8 more flags in front of the hospitable hearth, the Dvin Hotel (the cost of one flag is 236 thousand drams). Again, this could have been organized for 20-30 thousand drams.
In addition, they also placed flags on the hotel itself, for which 594 thousand drams were spent. Once again, we see that the prices of the flags on the same online platform are several times cheaper.
Under the item “Just installing flags,” 1 million 497 thousand drams were spent, which, presumably, is for the flags already installed in the event hall. But again, a very high price was paid. The price of the flag on the List.am website was 1,500 drams.
The chairs, branded in white, cost 1 million 296 thousand drams, and there were 8 in total.
The stage cost 504 thousand drams, the black linoleum on the stage floor cost 722 thousand drams, the front of the stage (backdrop) cost 480 thousand drams. The 12 microphones cost 36 thousand drams, the provision of leather chairs and branded pedestals (9 pieces) cost 691 thousand drams. The provision of 6 platforms for the media cost 432 thousand drams, and the branding of furniture and other accessories cost 864 thousand drams.
The cost of providing 4 LED screens in the "Dvin Music Hall" was 24 million 144 thousand drams.

The broadcast and video recording of the conference cost 2 million 820 thousand drams. Why and to whom it was paid is not clear, but let us recall that the NA has an entire news department, where people receive salaries to cover the work of the NA, they have all the technical means. But the head of the NA staff, Davit Arakelyan, decided to actually squander the state budget and lavishly pay other people for coverage.
The National Assembly paid 1 million 620 thousand drams for the WI-FI service, even though there is WI-FI in the Dvin Hotel. The dinner was also quite expensive, with the menu costing 216 thousand drams, the dinner show costing 6 million drams, and the dinner alone costing 7 million 200 thousand drams.
Due to the delegation's visit, the National Assembly purchased not only linoleum for the "Dvin" hotel complex, but also a 22-meter-long curtain worth 600 thousand drams.
According to the contract, the two-day rental of "Dvin Music Hall" cost 24 million drams.
The “Zhoghovurd” daily learned from the State Register of Legal Entities that “Chapter” LLC is a newly opened company, which received state registration on September 30, 2024. The real beneficiary of the company, according to the State Register of the Ministry of Justice, is Sirvard Petrosyan. The question arises: how does a company that does not even have a year of work experience sign 4 contracts with the National Assembly in a few months, worth almost 120 million drams?
Let us inform you that according to press publications, Sirvard Petrosyan is the former director of the “Dvin” hotel complex, perhaps this is why the name of the “Dvin” complex is not mentioned much in the documents in order to hide corruption or other connections as much as possible. In reality, 24 million drams were given for 3 days to the company belonging to the owner of the “Dvin” hotel, Artak Tovmasyan, who has become a businessman at the heart of the authorities, which in fact, apart from “providing walls”, did not provide any services. The National Assembly paid for everything separately, up to WI-FI. And it turns out that the National Assembly also ensured the needs of the expensive hotel by buying new curtains, linoleum, flowers, etc. And this is not counting the fact that there were lines that were repeated: about them, next.
