The ownership of the Republic of Armenia has been registered for the house, land plot and shares confiscated from Karapet Guloyan.

The Prosecutor General's Office of the Republic of Armenia informs that on May 12 and 13, 2026, the ownership right of the Republic of Armenia was registered based on the judgment that entered into legal force in the case of confiscation of property of illegal origin, from the former governor of Kotayk, former head of Abovyan community Karapet Guloyan and his wife, Roza Gagiki Tsarukyan, in respect of:

·         The illegal part of the real estate at 8, 14th Street, P. Sevak district, Arinj village, Kotayk region, about 90% of the real estate.

·         The land plot at 29/2, Tandzaghbyur street, Tsaghkadzor community, Kotayk region.

·          In respect of 2,000 shares of "ACBA Bank" OJSC.

The Prosecutor General's Office had informed that the judgment of the Court of Cassation, which has entered into legal force, has satisfied the Prosecutor General's Office's claim for confiscation of property of illegal origin.

According to the judgment, in addition to the above-mentioned properties already owned by the Republic of Armenia, the following are subject to confiscation from the former governor of Kotayk Karapet Guloyan and his wife, Roza Gagiki Tsarukyan:

·         The right to claim 264 thousand USD of the unpaid part of the loan of 294 thousand 900 USD provided to "Belglass" LLC in 2021.

·         1 billion 227 million 490 thousand AMD as expenses not justified by Karapet Guloyan's legal income.

·         58 million 120 thousand AMD as the remainder of illegal income, which is the amount resulting from the transformation or use of property of illegal origin.

·         934 thousand drams as the value of 267 shares of “Electromontage” OJSC acquired in 2019.

Let us recall that in 2025, a criminal case was filed with the court against Karapet Guloyan, who held the position of Mayor of Abovyan from 2008 to 2015. According to the charges, Karapet Guloyan, abusing his powers, with the assistance of other officials of the Abovyan Municipality or other citizens, alienated land located in the parks, gardens and streets of the Abovyan community to various persons through direct sale or through fake auctions in a total of 65 episodes (including 2 cases where, using his official position, he legalized particularly large amounts of property obtained as a result of criminal activity with prior agreement with persons affiliated with him).
