The newborn found under iron sheets in Halabyan cannot be adopted at this time. The Ministry of Social Affairs details the procedure

The adoption process is not easy, and it cannot be organized simply on the basis of desire or any other circumstance. This was reported to “Pastinfo” by Nver Kostanyan, the spokesperson for the Minister of Labor and Social Affairs of the Republic of Armenia, in response to the question of whether it is possible to adopt the child found under iron sheets yesterday.

“Let us recall that yesterday, on August 10, at around 20:40, a newborn baby was found under iron sheets in the playground of the Halabyan 13 building. The newborn girl was provided with necessary medical care on the spot, the umbilical cord was tied and transferred to the Yerevan “Republican Institute of Perinatology, Obstetrics and Gynecology of Reproductive Health”. At the moment, the child’s life is not in danger.

“We generally have a list of people who want to adopt and children who are subject to adoption, whom we register. People who want to adopt also undergo training, etc. But at the moment, since the child has just been found, he cannot be considered eligible for adoption,” the spokesperson noted.

It should be noted that, in accordance with Article 112, Clause 2.2 of the Family Code, a found (lost) child may be registered as a child eligible for adoption immediately after receiving the relevant letter from the body or person who discovered him or her, in response to a request to the police, stating that the parents of the found (lost) child have not been found.

“After the discovery of a lost child, the police must take measures within three months to identify the child’s parents, after which the police, through the guardianship and trusteeship body, which in this case is the community, registers the child with us as a child eligible for adoption, and he or she can already be adopted.

Naturally, it is not an easy process; this process cannot be organized simply on the basis of desire or something else. As I mentioned, there is a procedure. "At this point, I described it specifically in relation to the discovered child. There are deadlines, and at the moment it is beyond our authority, because if the police do not find the parent within a three-month period, only we will register the child and he can already be considered eligible for adoption," Kostanyan added, the website wrote.
