Former Ombudsman of the Republic of Armenia Arman Tatoyan wrote:

"It turns out that the government is paying $3,250,000 from the state budget so that Armenia's interests can be represented in the Stockholm Arbitration Court in the case of the "nationalization" of the ENA due to its own illegality, and it did so through a purchase procedure from a single person."

Moreover, this amount does not include taxes, expert and other expenses. In other words, it turns out that the CP is “nationalizing” the ENA for its political interests and is continuously flooding this facility of strategic importance for the security of our country with CP party members who are members of the political team and whose experience in the energy sector is impossible to find.

In fact, the ENA has turned into a party body and, moreover, into a pre-election headquarters. This has seriously damaged Armenia's international reputation and international investment image, the restoration of which will require years of effort. This is yet another proof that party rule and personal rule have been established in the country."
